REPRESENTATIVE TOM MEYER
House to improve Long-Term Care Insurance

Representative MeyerHouse legislators are working on a two-bill package that will update the Insurance Code pertaining to long-term care insurance. The bills follow model language proposed by the National Association of Insurance Commissioners (NAIC).

Long-term care differs from traditional medical care. The NAIC says that "someone with a long physical illness, a disability, or a cognitive impairment (such as Alzheimer's Disease) often needs long-term care." The NAIC also notes that, "long-term care helps one live as he or she lives now; it may not help to improve or correct medical problems. Long-term care services may include help with activities of daily living, home health care, respite care, adult day care, care in a nursing home and care in an assisted living facility. Long-term care may also include care management services, which will evaluate [a person's] needs and coordinate and monitor the delivery of long-term care services."

The House legislation will require 45-day notice of a premium increase, up 50 percent from the current requirement of only 30 days. This change will help to provide more time for the insured to prepare for such a change or seek alternatives without risking a lapse in coverage.

Furthermore, the bill package better identifies training requirements for persons selling long-term care insurance.

Medical insurance is often confusing and frustrating to deal with. This is especially true in cases where we must find long-term solutions for ourselves or our loved ones. Updating the Insurance Code can make this process easier and ensure better care for all.
